Likud MK Avraham Neguise spoke with tears welling up in his eyes on Thursday about what it meant for him to watch Prime Minister Benjamin Netanyahu address the Ethiopian parliament.

“It was very moving that the prime minister of Israel stood in the parliament of Ethiopia and spoke from the heart about the contributions of Ethiopians in Israel,” said Neguise, currently the country’s only Ethiopian-born MK.

Neguise, who emigrated from Ethiopia in 1985, remembers well when the parliament was not filled with speeches of praise to the Israeli-Ethiopian relationship, as was the case on Thursday, but rather with vitriolic addresses against Israel delivered by those who wanted to find favor with Russia’s leader Leonid Brezhnev, Libya’s strongman Muammar Gaddafi, and Cuba’s dictator Fidel Castro during the country’s communist era.

But on Thursday, Netanyahu, who was greeted by rhythmic applause in the red-carpeted parliament, told both houses of that body that the relationship is only growing.

“Ethiopia is on the rise, Africa is on the rise, and the relationship between us is soaring to new heights,” Netanyahu said.

Neguise was moved because he remembers how Zionism was regularly attacked along with capitalism and imperialism in Ethiopia. “And now the relationship has come to this point,” he said.

Neguise, who was at odds with Netanyahu last year over the government’s failure to implement a promise to bring the 9,000 Jews left in Ethiopia to the country, arrived in Addis on Wednesday, at Netanyahu’s invitation.

The Likud MK, sitting in his signature white cap in the lobby of the Sheraton Hotel in Addis where the Netanyahu’s entourage is staying, said he also teared up when he landed in the capital on Wednesday, and on the way to the hotel saw Ethiopian and Israeli flags flying side by side, as well as billboards of Netanyahu and Ethiopian Prime Minister Hailemariam Desalegn.

The prime minister mentioned his name in his speech to the parliament, holding him up – as well as former Yesh Atid MK Penina Tamanu-Shata, and the current ambassador to the country, Belaynesh Zevadia – as examples of the impact Ethiopian-Israelis are having on society.

Asked how he felt the members of the parliament looked upon him, Neguise said that he sat with spokesman of the Ethiopian Foreign Ministry who said, “We are proud of you, that you reached this level – you are a bridge between Ethiopia and Israel, and this is important.”

No one, Neguise said, views the Jews who left the country to move to Israel as people who abandoned the homeland.

Neguise said he would have liked to see Netanyahu have meet with representatives of the two communities waiting to immigrate to Israel, 3,000 in Addis and 6,000 in Gondar, just as he often meets with the heads of other Jewish communities when he travels abroad.

Egyptian Minister of Water Resources and Irrigation Mohamed Abdel Ati on Saturday said the final contracts on the impact studies of the Grand Ethiopian Renaissance Dam (GERD) would be signed within a few days.

Last year, Sudan, Egypt and Ethiopia signed a declaration of principles on the dam project that tacitly approves the dam construction but calls for technical studies aimed at safeguarding the water quotas of the three riparian states.

On September 22, 2014, a tripartite committee from the three countries proposed the conduction of two additional studies on the dam project, the first one on the effect of the dam on the water quota of Sudan and Egypt and the second one to examine the dam’s ecological, economic and social impacts of the dam on Sudan and Egypt.

The French Artelia and BRL groups have been selected to undertake the dam impact studies. The U.K.-based law firm Corbett & Co was selected to manage the legal affairs of the tripartite committee.

In press statements on Saturday, the Egyptian minister said the three countries have agreed on the proposal submitted by the French consultancy firms, pointing that a date would be fixed soon to sign the final contracts in Addis Ababa.

He added that the implementation of the technical studies would begin after signing the contract with the French consultant according to the declaration of principles.

The multi-billion dollar dam is being constructed on the Blue Nile, about 20 kilometres from the Sudanese border, and has a capacity of 74 billion cubic meters, and is expected to generate electrical power of up to 6,000 megawatts.

Egypt is concerned that the dam could reduce its quota of 55.5 billion cubic meters of the Nile water, while the Ethiopian side maintains that the dam is primarily built to produce electricity and will not harm Sudan and Egypt.

Last May, Ethiopia’s Minister of Information and Communication Getachew Reda said the GERD is almost 70% complete.

እቅዱ በከተማዋ ላይ መሰረታዊ ለውጥ የሚያመጣ እንደሆነም ነው ከንቲባው የተናገሩት።

የአረንጓዴ ሽፋንን ለመጨመር የሚያስችሉ በከተማ ደረጃ ሰባት መናፈሻዎች፣ በክፍለ ከተማ ደረጃ 12 አዳዲስ መናፈሻዎችን መጨመርና በየወረዳውም አንድ አንድ የልጆች መጫዎቻ፣ የስፖርት ማዘውተሪያና የመንገድ ዳር የመኪና ማቆሚያ እንዲሁም 60 የተሽከርካሪ ማቆሚያ ህንጻዎች በተለያዩ የከተማዋ ክፍሎች በ10 አመት ውስጥ ይገነባሉ ተብሎ ታቅዷል።

ማንኛውም ህንጻ ሲገነባ ከግንባታ ቦታው 30 በመቶውን ለመንገድ እንዲያመቻች ማድረግና ለእግረኛ ምቹ የሆነ የአትክልት አተካከል እንዲሁም ለእግረኛ ምቾት የሚሰጥ ገፅታን ማላበስ የእቅዱ አካል ነው።

የመኖሪያ ቤት ችግርን ለመቅረፍ ደግሞ ቅይጥ የመሬት አጠቃቀምን (ማንኛውም ቦታ አገልግሎቱ መኖሪያ ቤትን ሲያካትት) መተግበር መፍትሄ ሆኖ ተቀምጧል።

በዚህም መሰረት በ10 አመት ውስጥ ይጨምራል ተብሎ በተጠናው የ1 ነጥብ 2 ሚሊየን አዲስ የመኖሪያ ቤት ፍላጎት ልክ አቅርቦቱን ለማሳደግ የመልሶ ማልማት ላይ ያተኮረ ፕሮጀክትም እቅዱ ውስጥ አለ።

The decision is being seen as a precedent for protecting the privacy of cloud computing services.

The US Department of Justice had wanted to access a server in Ireland, as part of an investigation into a drugs case.

The ruling, made by an appeals court, overturns an order granted by a court in Manhattan in 2014.

The DoJ said it was disappointed by the decision and was considering what it would do next. If it appeals, the case could then move to the US Supreme Court.

Microsoft said it welcomed the ruling.

“It makes clear that the US government can no longer seek to use its search warrants on a unilateral basis to reach into other countries and obtain the emails that belong to people of other nationalities,” Brad Smith, president and chief legal officer, of Microsoft told the BBC.

“It tells people they can indeed trust technology as they move their information to the cloud,” he said.

Microsoft thanked the companies that had backed its appeal, which included the likes of Amazon, Apple and Cisco.

WhatsApp was temporarily suspended in Brazil after a judge said the company had failed to hand over information requested in a criminal investigation.

The third suspension in two years lasted for a few hours, affecting millions of users.

But Supreme Court judge Ricardo Lewandowski later lifted the nationwide blockage, saying it was disproportionate.

WhatsApp said they did not have access to the details requested.

The most recent suspension happened in May, and forced 100 million people to turn to alternative services – a huge proportion of the internet-using population in a country with some of the world’s highest mobile phone charges.

Kenenisa Bekele, the 5,000 and 10,000 metres world record holder, has been left out of Ethiopia’s athletics squad for the Rio Olympics.

The triple Olympic gold medal winner failed to make the team in both the marathon and the 10,000 metres.

Bekele had appealed a decision to leave him out of the marathon team due to a lack of race time, while his hopes of running the 10,000 metres in Rio were effectively dashed when he failed to finish a race in Hengelo, which doubled up as an Olympic trial.

The Ethiopian Athletics Federation said in a statement it had picked former world champion Ibrahim Jeilan, 2012 World Junior champion Yigrem Demelash, Tamirat Tola and Abadi Hadis for the 10,000 metres in Rio.

Bekele, who won gold in the 10,000 metres at the Athens Olympics in 2004, and in the 5,000 and 10,000 metres in Beijing four years later, was left out of the marathon team having not run enough big races over the past year.

Ethiopia’s squad will include 2016 Tokyo marathon winner Feyisa Lilesa and 2015 Boston champion Lelisa Desisa, as well as Lemi Berhanu and Tesfaye Abera.

Ethiopia’s preparation for the Games, which begin on Aug. 5, was disrupted by concerns over their drug-testing systems, after the IAAF governing body said in March that it was one of five countries that were in “critical care”.

The east African nation, which alongside neighbour Kenya has for many years dominated distance running on the track and roads, subsequently announced that it would carry out doping tests on up to 200 athletes.

Ethiopia says physical work on a massive $4 billion cooperative natural gas project between Ethiopia, Djibouti, and China will soon be launched.

The announcement was made Thursday by Ethiopian Foreign Minister Tedros Adhanom at the opening of the 4th Ethiopia-Djibouti Joint Ministerial Committee Meeting in the capital, Addis Ababa.

The project is made up of a natural gas pipeline, a liquefaction plant, and an export terminal at Damerjog, Djibouti.

Speaking at the event, Adhanom said the project is one component of a number of cooperation areas between Ethiopia and Djibouti, its smaller neighbor lying where the Red Sea meets the Gulf of Aden.

“We will expedite the process of economic integration,” he said, highlighting the importance of highway, railway, and electric power interconnection projects.

For his part, Djiboutian Foreign Minister Mahamoud Ali Youssouf said, “We are meeting to push forward our agenda of integration,” which he described as being a dynamic, performing role model.

He said, however, that the process is facing “daunting challenges.”

The project, which includes a 700-kilometer pipeline capable of transporting up to 12 billion cubic meters of natural gas per year, would enable Ethiopia to export 10 million cubic meters of liquefied natural gas (LNG) to China annually.

Chinese firm POLY-GCL Petroleum Group Holdings Ltd. will finance the project, which is set to take three years to complete.

In a warehouse in Somerset, the latest phase in Facebook’s bid for world domination has been taking shape.

Or, to put it less dramatically, the social network’s plan to connect millions in developing countries is proceeding.

It is called Project Aquila and involves building solar-powered aircraft which will fly for months at a time above remote places, beaming down an internet connection.

Two years ago Facebook bought small British business Ascenta, which specialises in solar-powered drones, and its owner Andy Cox is now the engineer running Project Aquila.

At the end of June, the first aircraft produced in that warehouse on an industrial estate in Bridgwater was dismantled and taken in pieces to Arizona. There, it was reassembled for its first flight.

The unmanned aircraft, which has the wingspan of a Boeing 737 but is only a third the weight of a typical family car, stayed airborne for 90 minutes and performed well. The fragile structure did suffer some damage when it landed in a stony field some way short of the runway.

አገልግሎቱ ከሲኤምሲ አደባባይ እስከ ሰሚት ለስላሳ ፋብሪካ፣ከኢምፔሪያል አደባባይ እስከ አትላስ ሆቴልና ከአያት አደባባይ እስከ አያት መድሐኒአለም ድረስ ባሉት መንገዶች ይሰጣል፡፡

የአዲስ አበባ መንገድና ትራንስፖርት ቢሮ ሃላፊ አቶ ያብባል አዲስ አገልግሎቱን ባስጀመሩበት ጊዜ እንደገጹት በመዲናዋ የብስክሌት ትራንፖርት መስፋፋት በቀጣይ ትኩረት ይደረግበታል።

የሞተር አልባ ትራንስፖርት አገልግሎት መጀመር ጤናማ ማህበረሰብ ከመፍጠር ባለፈ የአየር ብክለትን በመከላከል ነዋሪዎች ንጹህ አየር እንዲያገኙ ያስችላል ነው ያሉት።

የእግርኛና የብስክሌት ትራንስፖርት ሽፋንን ከአጠቃላይ የከተማዋ የመንገድ ሽፋን 50 በመቶ ለማድረስ የረጅም ጊዜ እቅድ ተይዞ እየተሰራ መሆኑንም ተናግረዋል።

የአዲስ አበባ ከተማ አስተዳደር ምክትል ከንቲባ አቶ አባተ ስጦታው በበኩላቸው የብስክሌት ትራንስፖርት አገልግሎት በቅርብ የተጀመረ ስራ መሆኑንና በከተማዋ ማስተር ፕላን ውስጥም የብስክሌት መንገዶች ግንባታ መካተቱን ገልጸዋል።

የአገልግሎቱ ዋጋ ለጊዜው ያልተወሰነ ቢሆንም ማንኛውም ብስክሌት ማሽከርከር የሚችል ዜጋ ብስክሌቶቹን በመከራየት የትራንስፖርት አገልግሎት ማግኘት ይችላል፡፡

በነባር መንገዶች ለብስክሌት ተብሎ በተለየው መስመር ሌሎች ተሽከርካሪዎች እንዳይገቡና መኪና እንዳይቆም መከላከያ ተገንብቶላቸዋል፡፡

የ2008 ዓ.ም. የሥራ ዘመኑን አጠናቆ ለዕረፍት ከተበተነ ገና ሦስተኛ ሳምንቱን የያዘው የሕዝብ ተወካዮች ምክር ቤት፣ በአስቸኳይ እንዲሰበሰብ በምክር ቤቱ አፈ ጉባዔ ተጠራ፡፡

አፈ ጉባዔ አባዱላ ገመዳ በብሔራዊ ቴሌቪዥን ባስተላለፉት ማስታወቂያ የምክር ቤቱ አባላት ለአስቸኳይ ስብሰባ ማክሰኞ ሐምሌ 19 ቀን 2008 እንዲሰበሰቡ ጥሪ አድርገዋል፡፡ የምክር ቤቱ የአሠራርና የአባላት ሥነ ምግባር ደንብ አንቀጽ 15፣ ‹‹ምክር ቤቱ በዕረፍት ላይ እያለ የምክር ቤቱን ውሳኔ የሚሹ አስቸኳይ ጉዳዮች ሲያጋጥሙ አስቸኳይ ስብሰባ ሊጠራ ይችላል፤›› ይላል፡፡

የዚሁ አንቀጽ ንዑስ አንቀጽ ሁለት ደግሞ፣ ‹‹በሕገ መንግሥቱ አንቀጽ 58(4) መሠረት ምክር ቤቱ በዕረፍት ላይ በሚሆንበት ጊዜ አፈ ጉባዔው ወይም ከግማሽ በላይ የሚሆኑ አባላት አስቸኳይ ስብሰባ እንዲጠራ ከጠየቁ፣ አፈ ጉባዔው የተለያዩ የመገናኛ ዘዴዎችን በመጠቀም አስቸኳይ ስብሰባ ይጠራል፤›› ይላል፡፡ ከፍተኛ የመንግሥት ባለሥልጣንና የፓርላማ አባል የሆኑ የሪፖርተር ምንጮች አፈ ጉባዔው አስቸኳይ ስብሰባውን የጠሩት፣ በመንግሥት በኩል ማኅበራዊና ኢኮኖሚያዊ ፋይዳቸው ጉልህ ነው የተባሉ ሦስት አዋጆች እንዲፀድቁለት በመጠየቁ እንደሆነ ገልጸዋል፡፡

እነዚህ ሦስት አዋጆችም የገቢ ግብር አዋጅ፣ የግብር አስተዳደር ሕግና የጂኦተርማል ሀብት ልማት አዋጆች መሆናቸውን ይጠቅሳሉ፡፡

በተለይም የገቢ ግብር አዋጁ ማኅበራዊና ኢኮኖሚያዊ ፋይዳ የያዘም በመሆኑና ይህም ፋይዳ በተቀጣሪዎች ዘንድም ሆነ በመንግሥት ከተያዘው የሐምሌ ወር ጀምሮ መታየት ያለበት በመሆኑ፣ በአስቸኳይ ስብሰባ እንዲፀድቅ መጠየቁን ምንጮች ተናግረዋል፡፡

እነዚህ አዋጆች ለምክር ቤቱ የቀረቡት ፓርላማው ለዕረፍት ከመበተኑ አስቀድሞ ቢሆንም፣ እስከ ሰኔ 30 ቀን 2008 ዓ.ም. ማፅደቅ ባለመቻሉ ለዕረፍት ተበትኗል፡፡ የገቢ ግብር አዋጁ ግብር የማያርፍበት የደመወዝ መጠን አሁን ካለበት 150 ብር ወደ 600 ብር ከፍ እንዲል የሚፈቅድ፣ እንዲሁም 35 በመቶ ግብር የሚያርፍበት አምስት ሺሕና ከዚያ በላይ የሆነ የደመወዝ ገቢ ወደ 10,900 ብር ከፍ እንዲል የሚያደርግ ነው፡፡

ይህ ማሻሻያ በተቀጣሪዎች ወርኃዊ ገቢ ላይ መጠነኛ ጭማሪ የሚያሳይ በመሆኑና ይህም ከሐምሌ ወር መጨረሻ ጀምሮ መፈጸም ያለበት በመሆኑ፣ አስቸኳይ ስብሰባ መጠራቱን ምንጮቹ ይገልጻሉ፡፡

የገንዘብና ኢኮኖሚ ትብብር ሚኒስትሩ አቶ አብዱላዚዝ መሐመድ በቅርቡ እንደገለጹት፣ መንግሥት በገቢ ግብር አዋጁ ውስጥ በተካተተው የቅጥር ገቢ ላይ ብቻ ባደረገው ማሻሻያ ሦስት ቢሊዮን ብር ገቢ በዓመት ያጣል፡፡

ይሁን እንጂ ይኼው የገቢ ግብር አዋጅ የግብር መሠረቱን የሚያሰፋ በመሆኑ፣ ተጨማሪ ገቢ እንደሚሰበስብ መንግሥት በሰፊው ያምናል፡፡ በረቂቅ አዋጁ ላይ ከተገለጹት አዲስ የገቢ ግብር ዓይነቶች መካከል ኢትዮጵያዊ ያልሆኑ አየር መንገዶች በኢትዮጵያ ከሚያገኙት የዕቃና የተጓዦች ገቢ ላይ የተጣለ ሦስት በመቶ ግብር፣ ኢትዮጵያዊ ያልሆኑ በኢትዮጵያ ውስጥ ከሚያካሂዱት ጥበባዊ ወይም የስፖርት ትዕይንት ገቢ 10 በመቶ ግብር፣ እንዲሁም ኢትዮጵያዊ ያልሆኑ ዜጐች ኢትዮጵያ ውስጥ በሚያገኙት ገቢ ላይ የተጣሉ የተለያዩ የግብር ዓይነቶች ተጠቃሽ ናቸው፡፡

ከተጠቀሱት ሕጐች በተጨማሪ በፌዴራል ፍርድ ቤቶች በተጓደሉ ዳኞች ምትክ በጠቅላይ ሚኒስትሩ የሚቀርቡ ዕጩ ዳኞች እንደሚሾሙ ምንጮቹ ገልጸዋል፡፡

That hand-holding portal was at one point worth a staggering $125bn. Today, it was sold for $4.83bn (£3.7bn) to US mobile network Verizon.

That’s a remarkable amount of money for a company whose name has become shorthand for online businesses falling from grace. Last quarter, Yahoo lost $440m. It may have made its name by helping us make sense of the web, but it’s long been clear that other companies do that job far better, and make much more money doing it.

But Verizon won’t care about that. They want eyeballs. Bums on seats. People through the door… and on that measure, Yahoo delivers. Collectively, around a billion people flow through Yahoo’s sprawl of web properties at least once a month.

Verizon will now likely merge Yahoo with AOL, the company it bought last year for $4.4bn. A Yahoo-AOL pairing has been expected for years. The companies are like two high school friends who everyone knew would eventually get together, but only when the time was right. Or maybe when they were both a bit desperate.

Anyway, Verizon’s strategy in marrying the companies is to create a massive content network of well-respected web properties. Sites like Huffington Post, Engadget, Yahoo Finance and TechCrunch will now all deliver advertising for Verizon, advertising that can be more effectively targeted given what Verizon knows about its mobile customers.

የህዝብ ተወካዮች ምክር ቤት አዲሱን የገቢ ግብር ማሻሻያ አዋጅ አፀደቀ። ምክር ቤቱ ከሰዓታት በፊት ባካሄደው አስቸኳይ ስብሰባ የገቢ ግብር ማሻሻያው ከሀምሌ 1 ጀምሮ ተግባራዊ እንዲደረግ ወስኗል።

ከገቢ ግብር አዋጁ በተጨማሪ የታክስ አስተዳደር አዋጅ እና የንግድ ምዝገባና ፈቃድ አዋጆችም በአስቸኳይ ስብሰባው ፀድቀዋል።

ምክር ቤቱ በረቂቅ የማሻሻያ አዋጁ ላይ የተለያዩ ማስተካከያዎችንም ያደረገ ሲሆን፥ በዚህም የታክስ አስተዳደር አዋጅ የሚለው ስያሜ የፌደራል የታክስ አስተዳደር አዋጅ እንዲባልም ምክር ቤቱ ማሻሻያ አድርጎበታል።

ከታክስ ጋር በተያያዘ ቅሬታ በማቅረብ ምላሽ እና ለመስጠት የተያዘው የ120 ቀናት ጊዜም ወደ 180 እንዲራዘም ማሻሻያ ተደርጎበታል።

የአዲስ አበባ ከተማ አስተዳደር የቤቶች ልማትና አስተዳደር ቢሮ ኃላፊ አቶ ይድነቃቸው ዋለልኝ ፊርማ ተረጋግጦ ይፋ የተደረገው የጋራ ቤቶች ዕጣ ማውጫ ቀን፣ ሐምሌ 30 ቀን 2008 ዓ.ም. ነው፡፡ የቤቶቹም ብዛት 39,126 መሆኑንና የ20/80 እና የ10/90 ያካተተ እንደሆነ ጠቁመዋል፡፡

የጋራ መኖሪያ ቤቶች የተገነቡት ወይም በባለቤትነት ያስገነቡት የአዲስ አበባ ቤቶች ልማትና አስተዳደር ቢሮ፣ የአዲስ አበባ ከተማ ቤቶች ልማት ፕሮጀክት ጽሕፈት ቤት፣ የቤቶች አስተዳደር ኤጀንሲና ሌሎችም ባለድርሻ አካላት መሆናቸውን የጠቆሙት የቢሮ ኃላፊው፣ ሐምሌ 20 ቀን 2008 ዓ.ም. ከንቲባ ድሪባ ኩማ በተገኙበት የጋዜጠኞች ቡድን ለዕጣ የተዘጋጁትን የጋራ መኖሪያ ቤቶች እንደሚጐበኝ አስታውቀዋል፡፡

ዕጣ የሚወጣላቸው በተለያዩ አምስት አካባቢዎች የተገነቡ የኮንዶሚኒየም ቤቶች ቦሌ አያት ፕሮጀክት 1፣ 2 እና 3፣ ቦሌ አራብሳ ፕሮጀክት 15፣ ኮዬ ፈጬ ላይ ሁለት ሳይቶችና ቂሊንጦ ሁለት ሳይቶች መሆናቸውም ታውቋል፡፡ የአዲስ አበባ ከተማ አስተዳደር በአሥር ዙሮች ዕጣ ያወጣባቸው የጋራ መኖሪያ ቤቶች 140 ሺሕ የሚጠጉ ሲሆን፣ በ1996 ዓ.ም. የተመዘገቡና በ2005 ዓ.ም. በድጋሚ አዲስ ተመዘገቡ በድምሩ ከ900,000 በላይ ቤት ፈላጊዎች መሆናቸው ይታወቃል፡፡

ሐምሌ 30 ቀን 2008 ዓ.ም. ዕጣ የሚወጣላቸው የ20/80 እና የ10/90 ኮንዶሚኒየም ቤቶች ብቻ ሲሆኑ፣ በ40/60 መርሐ ግብር የሚገነቡ ቤቶችን አይመለከትም፡፡ ግንባታቸው የተጠናቀቀ የ40/60 ቤቶች ዕጣ ወደፊት በልዩ ፕሮግራም ይወጣል ተብሏል፡፡

August 8, 2016 (JUBA) – South Sudanese government on Monday said they were disappointed by a new development in New York in which a United Nations (UN) draft proposed deployment of protection force but with responsibility of intervention force to take charge for the security of Juba, including the Juba International Airport.

The draft proposal circulated to members of the United Nations Security Council by the United States on Sunday said the UN would also determine the armament of the force.

But South Sudanese officials said the draft is different from the understanding reached in the summit of the heads of state and government of the Intergovernmental Authority on Development (IGAD) which released a communique on Friday in Addis Ababa on deployment of a Protection Force.

“The draft proposal we are hearing is inconsistent with the IGAD communiqué,” South Sudanese cabinet affairs minister, Martin Elia Lomuro, an ally of President Kiir, told Sudan Tribune on Monday.

The regional communique, according to minister Lomuro, allows the government to participate in discussions related to mandate, armaments, funding and the size of the force to be deployed.

However, the surfaced proposed deployment on Sunday indicated that the United Nations Security Council should authorize a 4,000-strong force to ensure peace in Juba.

It urged the council to approve a regional protection force to be deployed in Juba with the mandate “to use all necessary means, including undertaking robust and active steps and engaging in direct operations where necessary,” to secure Juba and protect the airport and other key facilities.

The draft proposal also threatened to impose an arms embargo should the South Sudanese government fail to cooperate.

The protection force, if approved by the Security Council, would be part of the United Nations mission in South Sudan which has been on the ground since the country gained independence from Sudan in 2011.

The protection force commander, whose role will be defined by the revised new mandate, would be subordinate to the overall force commander of the United Nations Mission in South Sudan (UNMISS).

The council will vote on whether to impose an arms embargo if UN Secretary-General, Ban Ki-Moon, reports within a month of adoption of the draft resolution that South Sudan’s transitional government is obstructing deployment of the protection force.

Heavy fighting involving tanks and helicopter gunships erupted in Juba for several days last month between troops loyal to President Salva Kiir and those backing former First Vice President, Riek Machar, raising fears of a return to full-scale civil war in the world’s newest nation.

Hundreds of people were killed and the United Nations said government soldiers and security forces executed civilians and gang-raped women and girls during and after the outbreak of fighting. South Sudan government denied the accusations.

The East African regional bloc, IGAD, said on Friday that South Sudan had agreed to the deployment of a regional force, which has been a key demand of Machar, who left Juba in the wake of the violence. Kiir has since appointed a new first vice president, Taban Deng Gai, but IGAD wants him to step down.

The draft resolution “urges member states in the region to expedite contributions of rapidly deployable troops to ensure the full deployment of the Regional Protection Force as soon as possible.”

The draft text would extend the mandate for UNMISS until 15 December. The Security Council needs to adopt the draft by Friday, when the current UNMISS mandate expires.
